There are themes of liberty and privacy in your short position summary.  Could not an interesting contrast be developed between these ideals and Hatch's positions on various issues.  A constitutional amendment to ban flag burning is all about control, not of real things, but of symbols. What is the point of that?  And is not Hatch willing at every turn to mandate crippling gadgets in our technology?  Freedom versus control might be an interesting theme for some worthwhile mildly negative campaign material.&lt;br /&gt;

I have learned that in the West the moralizing right wants to control people, and now I think I am a left winger.  My politics have not changed, just the place I live.&lt;br /&gt;

Hatch was promoting some bill, I can't remember the name, which would literally have authorized&lt;br /&gt;
record companies to break into your computer remotely -- without any government involvement, and without notifying you -- to search for unauthorized copies of music, and furthermore would have authorized the record companies to delete files on your computer if they found them!  This is well beyond the pale.  Find the name of the bill and saddle Hatch with it, big time.  That was an *evil* bill.&lt;br /&gt;

Hatch has been in Washington that he is really out of touch with Utah. Over the years it seems that his support has grown, but that he has made more and more enemies. I really think the only reason anyone votes for him is because his name is really familiar!&lt;br /&gt;

With american military resources already spread very thin and a very real threat of nuclear retaliation against South Korea, it might even be the only realistic option anyway. It's a realistic, pragmatic and sensible approach and even if the power of the UN has been dilluted (mostly by neglect) over the years, there's no time like the present to start using it for its original purpose. Situations like North Korea are exactly the reasons the UN and NATO got created in the first place.&lt;br /&gt;

Note that the UN could be very helpfull in the [[Iraq]] situation as well. Even though there might have been a enormous disagreement over the original invasion, it will (probably) still answer to a peace-keeping mission.&lt;br /&gt;

&lt;div&gt;America currently has a spectrum policy designed around the technological limitations of the 19th and 20th centuries. We currently grant monopoly useage of a vital and valuable set of frequencies to incumbent users. This is like demanding that everyone in a stadium remain silent so that one person may speak. The reason for this legal regime was a legitimate technological limitation of the era: interference. With modern software-tuned radio technology and our vastly increased understanding of radio wave propagation and signal discrimination, there is no longer any technological justification for these monopolistic grants in practical perpetuity of a vital public resource. &lt;br /&gt;
&lt;br /&gt;
We should base spectrum policy on avoiding actual interference with signals, no longer on potential interference. Now that we are able to build more intelligence into recievers and transmission devices to avoid and filter out interference, our spectrum policy can be vastly more flexible and responsive to market conditions. We can, for a time, continue to accommodate incumbent high-power transmitters while still opening large amounts of the spectrum for public domain unlicensed use in a variety of low-power and interference-avoiding uses.&lt;br /&gt;
&lt;br /&gt;
We have seen explosive growth and rapid innovation in the very limited unlicensed spectrum we currently have. Cordless phones, digital communications such as Wi-Fi, and a myriad of consumer applications have been crowded into a very small section of the spectrum. We could unleash entreprenuerial competition and innovation in yet more applications should some of wavelengths with the best properties (penetration of water and structures especially) become available for unlicensed use on a actual interference basis. The comercially valuable television spectrum, which is very inefficently used at present, could be put to use to foster innovative and valuable new technologies and services, rather than supporting the monopolistic rents of incumbent broadcasters whose business model is based in the last century.&lt;br /&gt;
&lt;br /&gt;
Finally, we need to ensure that the public is getting maximum value for any leasing of exclusive spectrum use rights to private entities. The usable spectrum is increasing a vital economic resource, equal to if not more important than tangible assets such as real estate and mineral resources. Our government owes it to the public to extract as much value as possible from any exclusive uses, and the government should use those resources to ensure that all Americans have actual usage of their digital freedom of speech.&lt;br /&gt;
&lt;br /&gt;
A radio emission is directly analogous to the human voice. In the latter case the human body creates sound waves to communicate with other humans within range. In the former, technology allows humans to broadcast EM waves to all with the technology to recieve the signal. In both cases the purpose is to communicate the ideas which keep a society free and vital. We would not tolerate a society in which the government granted monopolicy rights to talk to a priviledged few, yet we have long tolerated just such a situation for use of the EM spectrum. The technological constraints which have justified such an infringement of American's right to communicate freely via the EM spectrum have now dropped away. Americans must reassert their right to speak freely using the EM spectrum, which belongs to them, and for which the state is only a trustee.&lt;br /&gt;

The question of need consistently arises in this case, but it is overridden by government rather than public interest.&lt;br /&gt;

&lt;div&gt;Pollution control and climate change are industrial policy and regulation issues more than environmental protection and deserve separate treatment. If we frame these issues as a balance between spotted owls and economic growth, we lose. These issues must be framed as forcing industry to be more efficient and competitive, with the benefit of less environmental degredation and public health problems.&lt;br /&gt;
&lt;br /&gt;
This is a highly debateable issue, but I think that voters respond best to pollution control efforts that work in partnership and synergyistically with market forces to reduce pollution. Bush I's '''emission pemit marketing scheme''' is the standard reference for this model and it was demonstrably successful. There is a wide field for using market forces to force the internalization of currently externalized negative outputs, such as effluent, run off, air borne particulates, and so forth. The goal should be to fold all such externalities that impose general social and economic costs back into the production costs of industrial processes, including agriculture.&lt;br /&gt;
&lt;br /&gt;
A second key idea for the reduction of pollution another externality eliminator: '''cradle to grave laws''' for all durable consumables. The number of industrial pollutants that enter the environment from our waste stream is vast. Cradle to grave laws mandate that manaufacturers accept back post-consumer goods for recyclcing, remanufacture, and safe disposal. We currently have such laws in place for really large environmental stressors such as batteries, but we could go much further and force manafacturers to apply their business and managerial genius to redesigning their business processes to eliminate these wastes.&lt;br /&gt;

In climate change, we have to accede to the Kyoto Protocol or a similiar '''multi-national protocol to reduce emissions'''. This issue ties closely into energy (production is a major source of greenhouse gas) and transportation (more efficient and cleaner cars will also reduce greenhouse emissions). The United States must also take the lead not only in reducing emissions, but look seriously at international cooperation to effect a reverseral of warming trends already under way. A '''world wide carbon sequestration effort''' that uses of a market-based funding mechanism needs to be created and the United States should take the lead in that effort.&lt;br /&gt;

The issue of parental rights really encompass a very significant range of issues in our nation. By encouraging a policy of responsibility and self reliance we can avoid many of the problems caused by punitive laws on the books of many communities today.&lt;br /&gt;

Far too often the ''will of the people'' is exerted over ordinary citizens to force them to comply with a publicly set policy of how a child should be raised. This statement is overly simplified, to say the very least.&lt;br /&gt;

Not at issue here are cases where a parent, or parents, clearly abuse or neglect a child. Certainly this is a time and place for a community to step into the situation on behalf of the child.&lt;br /&gt;
&lt;br /&gt;
By preserving the rights of all fit parents, to make the decisions that any parent should be able to make, to raise there children according to there social, religious, economical, and other philosophies we can help to ensure the most important building block of America remains strong.&lt;br /&gt;

In the United States we do a pretty good job in the area of Medical Rights for an individual. Sometimes, however, parents are not extended the right to make the ultimate decision for his or her child.&lt;br /&gt;

This is more a matter of a Licensed Medical Professional's right or obligation to report abuse that is based on his / her moral, religious, or ethical agenda.&lt;br /&gt;
&lt;br /&gt;
So the questions are:&lt;br /&gt;
&lt;br /&gt;
1. Who is best qualified to speak on behalf of a child?&lt;br /&gt;
&lt;br /&gt;
2. Do we favor the ''authority'' of a Doctor over the judgment of a parent?&lt;br /&gt;
&lt;br /&gt;
A simplified solution would encourage a partnership between patent, doctor and even the patient when appropriate. This solution would also remove punitive measures taken against parents and families when the measure creates more harm, and in fact solves nothing.&lt;br /&gt;
&lt;br /&gt;
For example, when a family goes through the tragedy of a terminally ill child someone must make the ultimate decision at some point. No parent wants his child to suffer needlessly. There have been cases where a Doctor will report parents to the authorities when they feel the parent has made the wrong decision to not treat, or simply treat the problem contrary to the advice of the Doctor.&lt;br /&gt;
&lt;br /&gt;
Why is this a problem? &lt;br /&gt;
&lt;br /&gt;
1. This is a conflict of interest for the Doctor who stands to gain financially by forcing or prolonging treatment.&lt;br /&gt;
&lt;br /&gt;
2. The tragedy that the family is experiencing is often exaggerated by further tragedy caused by punitive measures such as the removal of Parental Rights, or worse.&lt;br /&gt;

Divorce has become one of the most pervasively destructive elements in American society. However, this is an issue that may never be resolved on a government level.&lt;br /&gt;
&lt;br /&gt;
Who is harmed? The obvious answer is that the family and, of course, children are harmed in divorce. What is not so obvious is that there is an ever growing compound issue that has been created by legislation that is punitive and not supportive.&lt;br /&gt;
&lt;br /&gt;
Who is responsible? Again, the obvious answer is that the parents are responsible. While this may be true, there are other areas of responsibility that may not be so obvious.&lt;br /&gt;
&lt;br /&gt;
So why is this a Parental Rights issue, and why would it be of concern to a Senator?&lt;br /&gt;
&lt;br /&gt;
The simple answer is that in the state of Utah, and similar in many other states, there are laws on the books that dictate how, when and by what standard a parent will parent his / her child. Supported by this are the many decisions of the Judicial branch that amount to a court order on how a child will be cared for.&lt;br /&gt;
&lt;br /&gt;
More specifically, legislators and members of the judiciary are often no more qualified to make a parental decision that a parent. When they do mandate or make these decisions on behalf of a parent there are often a number of unintended circumstances. This happens because the background of the legislator or Judge is based on his economic, social and religious background. The result is that little consideration is given to the circumstances that are created by resulting law or the order of the court.&lt;br /&gt;
&lt;br /&gt;
This is a fundamental problem because a divorcing parent is no longer afforded ''equal protection under the law'' in relation to other parents (not divorced). This is a problem because divorce (essentially a contractual arrangement between partners) is not a violation of the law. However, when a parent is divorces he / she is suddenly subjected to a whole set of laws that are very punitive.&lt;br /&gt;
&lt;br /&gt;
There are many examples of how this is a serious problem, here is one that represents some of the most common issues (besides this example, there are similar issues with custody and other parental matters):&lt;br /&gt;
&lt;br /&gt;
Parents divorce. One parent is assigned primary or full custody and the other parent is allowed some time with the children. Both parents have there income evaluated and, by state mandated formula, an order of support is entered against the parent that doesnât have primary custody. While this may seem to mirror a traditional family role there are a number of serious problems that are created here:&lt;br /&gt;
&lt;br /&gt;
1. Because the order of support is a court order, non compliance is dealt with in a punitive manner (often resulting in collection or even jail time)&lt;br /&gt;
&lt;br /&gt;
2. The standard of support is based on law that was crafted by legislators who generally have a significant economic advantage. Furthermore, it is also very common for a Judge to have significant financial resources.&lt;br /&gt;
&lt;br /&gt;
The problem is that (assuming there is no deliberate abuse on the part of one of the parents) these laws and orders rarely account for economic events such as the loss of a job, illness, or the simple fact that both parents must survive. Compounding this issue is the fact that there is no enforcement on the use of these funds, and when incomes increase there is no cap. The ultimate result is that a parent is often left homeless, or forced into a survival situation that, because of the law and order of the court, often results in the incarceration of one parent.&lt;br /&gt;
&lt;br /&gt;
As a result of the many cases where one parent will not pay, or falls behind on paying, child support. Legislators often look for more punitive ways of forcing parents to comply, such as revoking licenses or impounding vehicles. These measures, along with the many other laws on the books, only serve to create new and more complicated problems that often come at a significant expense to both the family and society.&lt;br /&gt;
&lt;br /&gt;
The solution is simple. Parental Rights must be honored above the will of the people. Divorced (or even separated or out of wedlock) parents must retain the same rights afforded to all other parents and an environment of parental responsibility must be fostered by the US Government, State Governments and Local Governments. Parents should be allowed to come to an agreement on how children will be raised, and by what standards. For the whole time of Pete's campaign, people have told us that Orrin Hatch has said and done some dumb stuff over the past 30 years. Call him home&amp;quot;  Or standing on an overpass with a banner that says &amp;quot;18 years is long enough&amp;quot; or any number of contradictory statements.&lt;br /&gt;
However, we don't have the money to fund a massive research project by a big firm.  So, we can't find video, audio, or print media to back up these mistakes.  So, we are depending on you.&lt;br /&gt;
&lt;br /&gt;

First, look in the library.  Many libraries have microfilm available to see what Hatch said many years ago.&lt;br /&gt;

Audio and video archives are more difficult, but think about your connections.  Do you know someone who could help you out?  If you find something, but can't get it released, let us know; we will on getting clearances.&lt;br /&gt;

The best of us think little of their own lives when working to save others from disaster or tragedy. Today, we must rally our courage to lead the world in the elimination of nuclear weapons.&lt;br /&gt;

We all gave a collective sigh of relief when the cold-war ended. The image of school children hiding under their tiny desks practicing their drill in case Russia should ever strike is now, thankfully, a distant memory. However, unknown to many Americans, another grave danger continues today. Rather than the cold-war posturing of two superpowers, poised, ready to destroy each other, the vast numbers of our own stockpile, the real possibility of accidental launch, or the imminent danger of materials falling into terrorist hands continues the greatest threats in the history of humanity.&lt;br /&gt;
&lt;br /&gt;
Throughout the United States' nuclear history, there have been several incidents of accidents and losses involving nuclear material. Worldwide the record is even more astounding. With the former Soviet Union struggling to keep a lid on its nuclear material, this problem is only exaggerated.&lt;br /&gt;
&lt;br /&gt;
The United States can and must lead the world in resolving this dire situation. We must first ascertain what our needs truly are. Are thousands of warheads really necessary to protect this country, and, at what count do they stop being protection and become a liability?&lt;br /&gt;
&lt;br /&gt;
I am firmly against reopening the Nevada test range. It is unnecessary and it exposes Americans to dangerous and lethal radiation. An estimated 80,000 Americans have suffered from the effects of past nuclear testing, of those an estimated 15,000 died. Underground testing offers no guarantees of public safety, and is certainly not safer than no testing at all.&lt;br /&gt;
&lt;br /&gt;
I am against renewed nuclear testing and efforts to renew testing by incremental steps. The proposed &amp;quot;Divine Strake&amp;quot; test at the Nevada Test Site is one of these incremental steps to building new tactical nuclear weapons.&lt;br /&gt;

&lt;div&gt;I oppose the plans to build a nuclear waste repository on the Skull Valley Goshute Reservation.  I think it is irresponsible to place nuclear fission waste so close to a populated area and without any way to remove it to another location, as the Nuclear Regulatory Commission has denied permission for it to be moved once it gets there.  However, we do need to present incentives for the Goshutes to take an opposite course for their own survival.&lt;br /&gt;
&lt;br /&gt;
I oppose the plan to move nuclear waste to a permanent repository in Yucca Mountain, Nevada.  The main reason I oppose this is because of the fact that such waste will be transported through Utah, including downtown Salt Lake City.  It is too dangerous for Utahns.&lt;br /&gt;
&lt;br /&gt;
I support the bipartisan effort with Nevada to keep nuclear waste on the site it is used on.  They chose to have a nuclear reactor in their states, the waste should remain there.  However, I also support developing recycling programs for nuclear waste, so less is produced and more is reused.&lt;br /&gt;
&lt;br /&gt;
The main way to prevent more waste is by investing in nuclear fusion, which is cleaner and less wasteful.  I would fight to preserve funding for nuclear research programs at the University of Utah and expand them to other schools in the state.&lt;br /&gt;

&lt;div&gt;When I started hiring employees to XMission in 1995, I set my minimum wage at 50 cents above the maximum wage I had made working for another company.  The reason being is that as a single student, I found it hard to live on that prior amount.  It was also important to me to absorb the health care costs of my employees.&lt;br /&gt;
&lt;br /&gt;
In 1995, the entry-level wage at XMission was $7/hr, today it is $11/hr.  The debate over how this affects business in America in my mind is not relevant, because most responsible businesses already are paying employees well above the minimum wage and taking care of their health care needs.  When a profitable business does not, then they shrug their irresponsibility off to the American tax-payer.&lt;br /&gt;
&lt;br /&gt;
Every rule has an exception and I do believe that small start-ups need all the help they can get to get off the ground.  Either placing minimum wage restrictions on businesses that have been operating at a marked profit level or for a certain duration will help support small businesses getting started.&lt;br /&gt;

This is not some quaint historical mistake, but a foundation principle, the violation of which causes many problems for our society.&lt;br /&gt;
&lt;br /&gt;
For example, federal elections now attract a huge amount of money.  When the power is all central, it is cost effective for individuals, companies, and even nations (e.g., China) to lobby in a major way for their benefit, regardless of the impact to our countryâs citizens.&lt;br /&gt;
&lt;br /&gt;
The principle of enumerated powers also allows states to experiment with the complexities of government, allowing for greater innovation.&lt;br /&gt;
&lt;br /&gt;
In addition, having government closer to the individual makes it more likely that people will be happy with their government or they will be able to move somewhere else with different laws.&lt;br /&gt;

The American Dream was something talked about not just by people living in our country, but by the poor, tired-huddled masses of all countries.  Our Dream was one where, regardless of your circumstance, if you could put in an honest days work, you would find prosperity for you and your family.  This Dream, this uniquely American Dream, was something that people of all nations held deeply in their hearts and worked as hard as they could to make it a reality for them, coming to this country, often at great personal risk, and taking what work came and building this nation economically.  The image of America held in the hearts of people today has been tarnished by our foreign policy and needs to be mended.  A comprehensive overhaul of our immigration policy is one of the best tools to mend that image with.  &lt;br /&gt;
&lt;br /&gt;
The cheapest form of immigration reform is giving tools to employers to verify residency, perhaps through a blind-verification website, then making them accountable.  Most businesses are responsible and will utilize such tools in a regular fashion to make sure they are in compliance with the law. Businesses who do not act in a responsible fashion should be penalized.  Eliminating the financial motivation will proactively reduce illegal immigration cheaply and significantly.&lt;br /&gt;
&lt;br /&gt;
We need to craft legislation to deal with immigration in such a way that makes the United States inclusive and welcoming to people across our borders while at the same time taking into consideration American economic needs and our moral obligation to the world.  For example, rather than sweeping it under the rug, the Federal government should issue proper green-cards, with tracking technology, to guest-workers, making this essential part of our economy legal. Border patrol and enforcement should be a responsibility of the [[Department of Defense]] and legal immigration should be based on demand, aided by a more streamlined system.&lt;br /&gt;
&lt;br /&gt;
In regards to the existing tens of millions of illegal immigrants already here, they should not receive priority immigration (commonly referenced as amnesty) over people who have applied through legal methods.  Also, they should not receive priority health nor education benefits over American citizens. However, I do not see how restricting benefits is reconciled against the [http://en.wikipedia.org/wiki/Fourteenth_Amendment_to_the_United_States_Constitution 14th amendment of the constitution], which guarantees &amp;quot;life, liberty, or property&amp;quot; to all.  I am not in favor of repeal of the 14th amendment, nor am I in favor of an additional amendment dealing with immigration.&lt;br /&gt;
&lt;br /&gt;
Once a balance is found, the image of America in the hearts and minds of the people living abroad will only stand to gain.  The American dream will once again be something to yearn for in the ghettos of the world and it will once again be something attainable.&lt;br /&gt;

&lt;div&gt;Military spending needs to move from the traditional spending from the high-end to the low-end.  Another $4 billion dollar carrier is not going to save troops from a $100 bomb.  Too much of our military is still geared around a &amp;quot;cold-war&amp;quot; mentality, with enemy nation-states as the focus.  Currently the next largest military spender is [[China]] and a war with China is one that both countries would most certainly lose on all counts.&lt;br /&gt;
&lt;br /&gt;
Instead, our military needs focus on what the troops need first.  An estimated 80% of injuries in Iraq could have been prevented with proper troop armor.  In  reassessing our 21st century military needs it is vital that spending goes to the people who need it the most.  It would also be appropriate to move high-end spending to supporting our troops needs &amp;lt;em&amp;gt;after&amp;lt;/em&amp;gt; they return home, as is stated in my [[Veterans]] plank.&lt;br /&gt;
&lt;br /&gt;
One trend from the Bush administration that must be reversed is the privatization of war with uncontrolled and extremely wasteful outsourcing of actitivites and responsibilities to third-party resources that in many cases are nothing but mercenaries, beyond effective regulation. Iraq provides almost daily examples of such excesses as well as questionable behavior. The DOD should be tasked with developing and implementing sound principles for what support services can be outsourced in war or similar situations and on what conditions.&lt;br /&gt;
